Gotham City’s power players should go to war

At the end of Gotham’s third season, the city’s criminal underworld was left in disarray. The destruction of the Court of Owls left a massive power vacuum. And with Barbara’s death and Nygma’s imprisonment, Gotham’s most powerful criminal organization was destroyed. And while the Penguin clearly intended to become the new kingpin of crime, he wasn’t really in a place where he could do so. He no longer had control of the city’s gangs and it’s not clear if Fish Mooney’s crew would follow him long-term. Plus, a lot of people have an interest in keeping him from seizing power.

To resolve the issue, Gotham needs a war. The different moves, counters and shifting alliances of such a conflict could provide at least half a season of story. Oswald and his freaks could represent one faction while Tabitha, her new ward Selina and her gangsters could represent another. Retired mobster Carmine Falcone could take an interest, seeking to rid the city of the freaks deposed him. The newly arrived Ra’s al Ghul and his army might try to make Gotham City his latest conquest. In the middle of it all, the overwhelmed GCPD would try to keep the peace. And Bruce Wayne could face his first big challenge trying to save his city from descending into the total chaos.
