Will Lily betray Devon to work closer with Billy on The Young and the Restless?

In recent months, a variety of conflict points have been infused into the Chancellor-Winters setting on The Young and the Restless. Viewers recognize the coming soapy storm and are not surprised by the many characters at odds with each other.
Lily recently returned to Genoa City, Wisconsin. Her presence at CW was needed, as Devon and Billy have sniped at each other for months. They don't get along for various reasons, with that personality clash impacting the company's ability to function smoothly.
Rather than split the company, as Mamie wants, Billy recently pitched a compromise solution to Lily. He wants to head CW with her, with Devon focusing on his area of interest, the entertainment division.
Devon inherited his father's creative sensibilities
Tucker is Katherine Chancellor's son. Little plot space was devoted to his father, Arthur Hendricks, as viewers only saw him in 2004. Katherine's affair with Arthur while she was married to her other son's (Brock) father, Gary Reynolds, led to Tucker's birth.
Katherine gave up Tucker for adoption so Gary would not know the truth about the affair or the resulting birth. It is not lost on Trevor St. John's character that his lack of awareness about Arthur is similar to Devon's late paternal awareness.
Growing up without biological fathers impacted their psyches. Tucker and Devon adapted in differing ways. It is at least arguable to state that their creative proclivities and single-minded outlooks are connected to survival instincts.
Neil remains the dominant father figure
Neil was the father Devon knew. But Tucker is the father who, along with Yolanda, gave him life. Devon's biological parents have their own issues. But, as devoted fans know, so did Neil and Drucilla.
Devon understandably feels Neil is the resonating male role model in his life. Coming to know Tucker later in life proved tumultuous. However, if he were being honest, Devon would again acknowledge that Tucker helped him regain his hearing. That act of life was life-changing.
Yet, the selfless generosity that Neil and Dru demonstrated when taking Devon into their home and later adopting him was monumental. Bryton James' debut on Y&R was a build-out of the Winters' backstory, which included Lily.
All soap fans cherish the history of the shows they love. Part of the lore of this great soap opera includes the Winters' legacy storyline. Lily and Devon are now the standard bearers.
Will Lily accepts Billy's pitch to co-head Chancellor-Winters?
Considering the last paragraph above, does Lily have the capacity to maneuver her adopted brother out of the top power spot? Maybe, but she would present that change as a prudent business decision.
As Neil would likely say, that type of choice would diffuse unproductive wrangling with Billy and redirect Devon's focus to his area of expertise. Devon's anticipated first reaction to this type of proposal would be to blame Billy and likely think Lily was betraying him.
Just as Devon embodies Dru's fiery spirit, Lily reflects Neil's sound business sense. As Billy suggested, Lily has the chops to head CW. But could Billy represent the Chancellor half and be a good business match with Lily?
However, as Billy noted, Jill tapped him and Lily to work as a team on multiple occasions. Assuming that happens, Jill's backing of Billy's idea would stymie whatever response Devon might offer or feelings he would have about his sister.
