Is Tobias Whale building a meta-human army on Black Lightning?

Black Lightning’s Tobias Whale is one of those characters you love to hate—or maybe even hate to love. He’s smart but vindictive. This is a man who has worked his way to where he is, making sure to prove his loyalty but also think ahead of the game when necessary.

Over the years, he’s developed The 100 Gang and made it a force to be reckoned with. New people have come in and those who have failed him have left in body bags. Now it’s time for a new recruit: Khalil.

Tobias will build an army

During a conversation in the latest Black Lightning episode, he hinted that Khalil would be able to walk again. We know that isn’t possible through medicine, so it suggests he has another option; something that he’s possibly used himself to remain forever young. This suggests that he has access to this serum he used and that could be extremely dangerous.

Rather than just searching for Black Lightning, there’s the possibility that Tobias will build an army. This isn’t just of The 100 Gang, but of meta-humans. If he gets enough of them, they can overpower Black Lightning.

This certainly screams the X-men and The Gifted. To be honest, the whole storyline does, but it wouldn’t be the first time Marvel and DC have traded and adopted each other’s storylines. There’s only so far you can go to be unique. Using this meta-human army storyline in Black Lightning definitely makes sense. Whale wants to become the head of the gang—the head of the whole city. Getting his army is the best option for that.

Khalil is the first of many. However, it’s possible that Khalil is a guinea pig, unknowingly testing a new serum.
