There have been many characters to grace our screens over the years of Game of Thrones. Which of those would you want to make up your Small Council if it was real? Here are 25 suggestions to consider.

We’re getting close to the end of Game of Thrones and all eyes are on how it will end. One thing is for certain, a Small Council is still likely going to be needed. This is set up with people loyal to the reigning monarch (and there’s a shadow Small Council for the “pretender” to the throne) to advice, enact, and protect.

Whether it’s the Master of Spies, the Master of Coin, or even the Hand of the King/Queen, the Small Council is made up of people who have the skills needed for their roles. They have a network of “little birds” or may have experience in war, ships, or money. Their experiences and abilities help to keep the country running smoothly, while offering the King/Queen the ability to fully rule Westeros.

Setting up the right Small Council is essential. Right now, Cersei Lannister’s Small Council is made up of some of the most despicable people. Robert Baratheon’s was mostly made up of family and friends, which certainly didn’t prove to be that successful. Daenerys has tried to set her’s up with people she trusts and who have experience in particular areas.

For the purpose of this list, I’ve allowed anyone to make it up. This includes current or former reigning kings and queens, along with those who could take up the throne at a later date. The idea is to focus on their character traits since we have no idea how Game of Thrones is going to come to an end.
